An emergency regime is set in Kyiv

A regional emergency regime has been set up in Kyiv with the aim to prevent the spread of acute respiratory disease COVID-19 caused by the SARS-Cov-2 coronavirus. This is available in the KSCA order № 488 from 20.03.2020.
In addition, a special commission was created in the capital to eliminate the consequences of the technogenic and natural character of the regional level in Kyiv. The First Deputy Head of the KSCA Mykola Povoroznyk was appointed as the head of the special commission.
“The situation in the world shows that we must act decisively. We consult with the management of cities that have already experienced high morbidity and experience the effects of delays in restrictive measures. We are taking all possible measures to prevent the spread of the disease and reduce the peak load on the city’s medicine ”, said Mykola Povoroznyk.
The city authorities are urging the citizens of Kyiv to stay at home and not go outside without urgent need, and responsibly follow a number of recommendations that will help to preserve health and life.

Shops and pharmacies reduced the number of visitors: one buyer per 10 square meters

Restrictions are implemented on the number of visitors in grocery stores and pharmacies. There should be 1 person per 10 square meters in commercial premises. This is stated in the protocol of the standing committee on technogenic and environmental safety and emergency situations.
Store and pharmacy managers must abide by these restrictions and ensure that all previously introduced anti-epidemic measures are implemented.
Please note that the delivery of food, medicine, as well as all necessary goods and supplies will be carried out as usual in shops, pharmacies, hospitals and other social institutions. Social workers will continue to provide food and other essentials to lonely elderly people and palliative patients.
It should be reminded that new anti-epidemic restrictions on passenger transport were introduced in the capital yesterday. In particular: the passenger transport of the capital will transport only employees of the enterprises which provide the city’s life with a special ticket. Playgrounds and sports grounds are banned in Kyiv until improving the epidemiological situation. This is stated in the protocol of the standing commission on technogenic and environmental safety and emergencies.
The ban applies to grounds located in parks and squares and adjoining areas.
Enterprises that are part of the Kyivzelenbud Company began to post information about the ban on children’s and sports grounds. Also, warning sings will be placed in recreation areas in the Kyiv forests.

Vitaliy Klitschko: “Kyiv municipal enterprises strengthen sanitary treatment of the city”

Kyiv municipal enterprises have strengthen sanitary processing of roads, bridges and public transportation with antiseptic detergents. Mayor of Vitaliy Klitschko said this during an online press conference answering questions received from the media.
“The streets are washed by spray-painted cars. Kyivavtodor involved 98 such cars. If necessary, we will increase the amount of equipment. They also handle public transport stops, underground and land crossings,” Vitaliy Klitschko said.

Due to the threat of the COVID-19 epidemic, eight Kyiv boarding institution are completely closed to visitors. This was announced by the Deputy Head of KSCA Marina Khonda.
“Due to the threat of epidemic spread, we have decided to limit the contacts of vulnerable groups to the maximum extent possible. For this purpose all boarding institutions of the city are closed to the entrance and exit. Visitors are also not allowed on boarding schools. Employees who live outside of Kyiv temporarily live in boarding schools or work on a rotational basis, ” Marina Honda said.
She also added that there was no suspicion on coronavirus in boarding schools at this time. At the same time, 11 people got sick with acute respiratory viral infection at the Kyiv psychoneurological board, and 2 people at the Darnytsya Orphanage.
In total, there are 8 boarding institutions in Kyiv, including 2 children’s, 2 boarding institutions for the elderly and 4 psychoneurological boards. Its are home to 2,378 people. Staff constantly monitor the epidemic situation.

Unified Coordination Center of Action was created in Kyiv for help people with low-income during the anti-epidemic restraints

At the request of the Mayor of Kyiv, the Unified Coordination Center of Action was created in the capital to help people with low-income at the Department of Social Policy base. It was announced by the Deputy Head of KSCA Marina Khonda.
The Center was established to cooperate with community, volunteer, and other organizations and coordinate their efforts to assist individual vulnerable sections of Kyiv’s population in the spread of new coronavirus infection.
“In the condition of the epidemic, we must consolidate our actions. To do this, we have established, at the Department of Social Policy base, the Unified Coordination Center of Action to help disadvantaged people. Particular attention will be paid to lonely elderly people and people with disabilities who are at home. That is why I urge public organizations, which are willing to help, coordinate with the Department of Social Policy, ” Marina Khonda said.
She also added that the creation of the Center should prevent fake volunteering. According to Marina Khonda words, law enforcement agencies have already received reports of unidentified persons entering the homes of single people under the guise of providing assistance. That is why assistance to the elderly and people with disabilities will be carried out by the Center.

In addition to Oleksandrivska hospital in the city, there are six more bases in medical institutions which are ready to receive coronavirus infected people of Kyiv. Kyiv Mayor Vitaliy Klitschko said this during an online press conference answering questions received from the media.
“Today, everyone who has a suspected or confirmed diagnosis of coronavirus is taken by Oleksandrivska hospital. There is everything you need to provide timely and qualified assistance. But it is one of the seven designated treatment bases. In addition to Oleksandrivska hospital, there are six more hospitals and medical centers in the city, ”Vitali Klitschko said.
 These are infectious units in the following establishments: Kyiv City Hospital № 4, Clinical Hospital № 9, City Children’s Hospital № 1, City Children’s Infection Hospital, Maternity Homes № 3 and № 5.
482 beds were deployed. Of these, there are 237 beds for adults, 200 for children and 45 for pregnant. In the structure of infectious units 78 boxes are provided.
“Resuscitation beds of infectious units are equipped with artificial ventilation apparatus. In all these hospitals there is a necessary personal protective equipment for staff, consumables, disinfectants needed to provide medical care. And in the case of a complication of the epidemic, we have identified additional health facilities with separate buldings. And we are ready to expand an additional 7 thousand beds ”, – Vitaliy Klitschko emphasised.

On the Department of Social Policy base of the Kyiv City State Administration, a Unified Coordination Center of Action was established to assist the underprivileged and lonely citizens of Kyiv. Kyiv Mayor Vitaliy Klitschko announced this during an online press conference.
“The Unified Coordination Center of Action was created to help underprivileged citizens of Kyiv on the Social Policy Department base. Any charity, community, international organization or business can contact with it for offering their support. Already the Center has been approached by organizations that have expressed their willingness to provide assistance and also provide it, ” Vitaliy Klitschko said and thanked the socially responsible business for their indifference and assistance.
 For example, the Zhytelyub Charitable Foundation provided 2,000 grocery sets for elderly people. Novus Trading Network – 10,000 sets of essentials. All-Ukrainian Red Cross Organization has made 1,000 hot lunches for Homeless People in Kyiv. The Kyiv Red Cross City Organization handed over 4,000 medical masks. The Samaritan Union of Ukraine has made 3,000 grocery sets and assembled 50,000 hryvnas for the purchasing of masks.
